Home Affordable Modification Program(HAMP)의 중간성적
미 재무부는 최근 보고서를 통해 메이저 은행들이 Home Affordable Modification Program(HAMP, 즉 HAFA등을 포함한 융자재조정 프로그램)을 얼마나 잘 수행하고 있는지 발표했습니다.
평가 대상인 주요 은행 10군데 중에 4개 은행, Bank of America, JPMorgan Chase, Ocwen Loan Servicing, 그리고 Wells Fargo는 HAMP 실적이 매우 저조해 계속 이런식으로 비협조적이라면 당분간 정부가 제공하는 모든 financial incentive 지원을 잠정적으로 중단할 계획이라고 발표했습니다.
그밖에 나머지 은행들, American Home Mortgage Servicing, CitiMortgage, GMAC Mortgage, Litton Loan Servicing, OneWest, 그리고 Select Portfolio Servicing도 앞서 말한 4개 은행만큼은 아니더라도 실적이 저조하기는 마찬가지이므로 HAMP에 좀 더 적극적으로 협조할 것을 권고받았습니다.
이 보고서는 또한 현재까지 608,000건의 HAMP modification이 성공적으로 이뤄졌으며 지난 2010년 6월 이후에 신청된 트라이얼 론모디피케이션의 평균 심의기간(Trial period)은 3개월 반이고 이중 70%가 성공적으로 론모디피케이션이 승인되었다고 합니다.
또 성공한 론모디피케이션의 결과를 살펴보면 인하된 금액은 평균 37% 혹은 월 평균 500불이 줄어들었다고 합니다.
그리고 이렇게 론모디피케이션에 성공한 홈오너들이 다시 융자를 갚지 못하는 이른바 re-default되는 비율 또한 예상외로 현저히 줄었다고 분석했습니다.
재무부는 앞으로 위 10개 은행을 상대로 매 분기마다 HAMP 실적을 평가하고 이를 적극 장려할 것을 약속했습니다.
